DateDisplay handle only ISO dates
* src/DateHandler.py: use DateDisplayEn for English languages, use
DateDisplay for CJK
* src/GrampsCfg.py: Don't do initial redisplay of Person List when
dialog comes up, update dates dynamically when date format changes
