* src/WriteXML.py: Bring in sync with the DTD:
  + add PUBLIC declaration of the DTD file
  + remove db stats as attributes of the database element
  + prepend all handles and hlinks with "_" (conform to XML ID)
  + replace "aka" with "name", "name" with "name preferred=1"
