742a46c635 port forwarding rule name 
To identify rules, we can name them using the id parameter.
It prevent from adding lots of comments in the Vagrant file and to have un-named rules in your VirtualBox port lists.

It is very important when you have a lot ogf rule to identify witch one you want to edit.

For example:
config.vm.network "forwarded_port", guest: 80  , host: 8080 , id:"http-proxy"

832c62f2aa Allow VAGRANT_DOTFILE_PATH to be expanded as expected. 
This allows custom paths that include special characters like `~`
to be properly expanded instead of resulting in joined root path
with special characters included.

df00edf1a7 Set base directory to parent directory within plugin specs 
This adjustment allows for extensions to be properly discovered after
plugin gem specifications have been activated.

`/etc/init.d/network restart` already restart NM and shutdown interfaces.

In start() :
```

```

In stop() :

f66dd98d56 &> is not valid on windows 
The command "vagrant up --debug &> vagrant.log" is not valid on Windows.
On Windows, you need to do: vagrant up --debug > vagrant.log 2>&1

9f393fc1e0 Use uid/gid from mount_options if provided for synced folders. 
This also extracts the gid/uid detection and upstart actions into
reusable module to provide consistent behavior.
