Brian Cain e1d1ba5d55 (#8974 ) Add Errno::EPIPE exception to ssh communicator

This commit adds an additional exception to retry ssh on when bringing
up a machine and attempting to ssh into the guest.

Vagrant Core Plugins

These are plugins that ship with Vagrant. Vagrant core uses its own plugin system to power a lot of the core pieces that ship with Vagrant. Each plugin will have its own README which explains its specific role.
